Why the ratio approach fails
The tempting shortcut is to multiply business days by seven fifths and add that many calendar days. Ten business days becomes fourteen calendar days. It is right often enough to feel reliable and wrong whenever the start day or a holiday breaks the pattern.
Starting on a Friday, ten business days lands on the Friday two weeks later — fourteen calendar days, which the ratio gets right. Starting on a Saturday, it lands sixteen calendar days out, because the first two days count for nothing. The shortcut has no way to know that.

The correct procedure
Move forward one calendar day at a time from the start date. For each day, check whether it is a weekend day under the applicable pattern and whether it is a public holiday in the applicable calendar. If it is neither, decrement the counter. Stop when the counter reaches zero.
The date you stop on is the answer, and it is by construction a working day. That last property is worth noting: a business-day shift can never land on a weekend or a holiday, unlike a calendar-day shift.
The start day does not count
The standard convention is that counting begins on the first working day after the start date, so 'one business day from Monday' is Tuesday. Some documents intend the start day to count, making it Monday.
This is the same inclusive-exclusive question that affects every date count, and it is worth resolving before a deadline rather than after. The difference is exactly one working day, which can be three calendar days over a weekend.
Backwards is not symmetric
Counting backwards works the same way in reverse, but the result is not the mirror image. Add ten business days to a date and subtract ten from the result and you will usually return to the start — but not if the original date was itself a weekend or holiday, because the forward step skipped it and the backward step lands on the nearest working day instead.
For scheduling backwards from a deadline, count backwards directly rather than computing forwards and inverting. It is the same amount of work and it gives the answer to the question you actually asked.
